Thomas G. Goddard, JD, MA
Associate
Mr. Goddard has over 23 years of experience in law, health and insurance policy research, and management consulting. His areas of specialty include health network management and quality improvement, healthcare and insurance compliance, litigation support, healthcare policy analysis, managed care program evaluation, and organizational development. Mr. Goddard is a nationally recognized expert on health plan accreditation and compliance.
Before going into healthcare consulting, Mr. Goddard was Chief Operating Officer and General Counsel of URAC. While at URAC (and subsequently as a consultant), he served on accreditation review teams of more than 70 HMOs, PPOs, and health web sites. Mr. Goddard also served as Vice President and General Counsel of NYLCare Health Plans of the Mid-Atlantic, Counsel for Government and Media Relations for the National Association of Insurance Commissioners, Special Assistant to then-Governor Bruce Babbitt, and as a trial attorney in private practice.
Mr. Goddard received his B.A. in political science and his law degree from the University of Arizona, and his M.A. in industrial-organizational psychology from George Mason University. He also has completed all the requirements for a Ph.D. in industrial-organizational psychology, but for the dissertation. He has authored a number of articles and book chapters on a wide range of health and insurance topics.
